In a bid to cement their influence in North Africa’s energy landscape, Libya’s National Oil Corporation (NOC) and Algeria’s Sonatrach have sealed four new cooperation agreements designed to blend resources, expertise, and technology.

Signed on Wednesday, August 6, 2025, the memoranda of understanding (MoUs) go beyond routine technical partnerships they signaling a strategic push for joint dominance in geophysical exploration, oilfield services, applied research, and professional training.

The accords will see the two state-owned giants collaborate through their geophysical and drilling units, co-develop research and development (R&D) programs, and roll out capacity-building projects. Officials from both sides say the deals are intended to turn shared technology and skills into a competitive advantage for national operators in a field long led by international majors.

For Libya, still navigating the fragile recovery of its oil industry amid security and governance hurdles, the pact offers a pathway to rebuild technical capacity and reduce reliance on foreign operators. For Sonatrach, it opens new opportunities to deepen its foothold in a recovering but resource-rich market, while diversifying its technical partnerships in the region.

The two countries have cooperated for decades in oil exploration and upstream activities, but these MoUs mark a more structured and institutional approach to knowledge transfer and human capital development.

By combining strengths, Libya and Algeria aim to position themselves not just as producers but as regional energy powerhouses capable of shaping the Mediterranean and African oil and gas agenda in the years ahead.
