Liberia Powers Economic Growth with LEEAP’s Energy Expansion

AfDB and the Government of Liberia through LEEAP is fueling economic opportunities by expanding energy access.

Liberia’s path to economic transformation has received a major boost with the successful commissioning of the Liberia Energy Efficiency and Access Project (LEEAP). Spearheaded by the European Union (EU), its member states, the European Investment Bank, the African Development Bank (AfDB), and the Government of Liberia through the Liberia Electricity Corporation (LEC), LEEAP is fueling economic opportunities by expanding energy access, improving efficiency, and strengthening institutional capacity.

The project’s completion has provided reliable electricity to 39,792 new customers, including 50 health facilities, 65 schools, 43 government buildings, and 250 small businesses. This expansion not only enhances quality of life but also creates an enabling environment for economic activity, business growth, and job creation.

A key achievement of LEEAP is the construction of critical power infrastructure, including a 45-kilometer (66kV) double-circuit transmission line from Paynesville to Roberts International Airport (RIA) and the establishment of substations at Schefflin and RIA. Additionally, 980 kilometers of distribution networks now serve the Paynesville–RIA–Owensgrove and Pleebo–Fish Town corridors, ensuring that more Liberians benefit from stable electricity.

Beyond infrastructure, LEEAP has made a lasting social and economic impact. More than 6,000 jobs were created, with women filling 22% of these positions. The availability of electricity has reduced crime rates through improved street lighting, while businesses and communities are now more connected and productive. Moreover, investments in training have equipped over 110 personnel from various government agencies with the skills to maintain and expand Liberia’s energy sector.

EU Ambassador Nona Deprez reaffirmed the EU’s commitment to Liberia’s energy future, emphasizing its €107 million contribution to the sector. “This Global Gateway project ensures access to electricity for tens of thousands of customers in Liberia—academic institutions, health facilities, businesses, and households. It has also generated thousands of new jobs for the local population. That is what the Global Gateway is all about—bringing sustainable economic development to our partner countries that builds a better future for their inhabitants.” she stated.

Vice President Jeremiah Koung highlighted the importance of maintaining this progress through responsible electricity usage and timely payments. “Electricity must contribute to the government. It cannot be a liability,” he stated. 

Thomas Z. Gonkerwon, Interim Managing Director of LEC, lauded LEEAP’s transformative impact on Liberia’s energy landscape. “The successful completion of this project demonstrates our unwavering commitment to providing sustainable and reliable electricity for all Liberians. LEEAP’s impact extends beyond power access—it drives economic growth, creates jobs, and enhances the overall quality of life in communities across the country.” he said.
