Kenya has embarked on a groundbreaking initiative to transform refugee camps into integrated settlements that foster economic growth and social inclusion.
President William Ruto, while launching the Shirika Plan at State House, Nairobi, emphasized that the programme will not only improve the welfare of refugees but also create opportunities for host communities in Garissa and Turkana counties.
“The Shirika Plan is our bold, home-grown solution which amplifies the African Union’s call for African solutions to Africa’s problems as well as global challenges,” President Ruto stated.
The initiative focuses on key sectors such as education, healthcare, livelihoods, social protection, and environmental management. Under the plan, over 70,000 refugees are already enrolled in universal health coverage through the Social Health Insurance Fund. Additionally, refugee identification documents are now recognized by the Integrated Population Registration System, easing access to services.
Financial inclusion is a major component of the programme, with partnerships involving the International Finance Corporation, Kenya Commercial Bank, and the Swedish International Development Agency ensuring funding for refugee entrepreneurs and job creation efforts.
Acknowledging the long-standing generosity of host communities, President Ruto affirmed that the Shirika Plan places them at the core of the integration strategy. Governors Jeremiah Lomorukai (Turkana) and Nathif Jama (Garissa) pledged to create awareness about the plan to ensure community participation and support.
However, the President made it clear that the initiative should not be misinterpreted as an open-door policy for an uncontrolled influx of refugees. “Kenya is committed to supporting those in need, but this is not an avenue for other nations to relocate their people here,” he cautioned.
The Shirika Plan aligns with the African Union’s vision of “African solutions to African problems” and represents Kenya’s bold step towards transforming refugee management into a model of shared prosperity.
