As the world embraces the digital revolution, rural communities often risk being left behind. However, Zambia is taking a proactive approach to bridge this gap. In collaboration with Huawei, the country’s Ministry of Technology and Science has launched a groundbreaking Smart Village project, aimed at providing rural communities with electricity, internet access, and digital services to enhance education, healthcare, and economic development.
The initiative was first implemented in Muchila, Zambia, in July 2024, with the deployment of a Smart Village site equipped with Huawei’s RuralStar technology. This low-power, cost-effective solution delivers extensive network coverage even in remote areas without traditional infrastructure.
The success of the project has now led to its global showcase at MWC Barcelona 2025, where Zambia presented its Smart Village model at the government industry forum titled Secured, Sovereign & Synergized Network – Cloud Strategy Accelerating National Digitalization.
Speaking at the event, Zambia’s Minister of Technology and Science, Felix C. Mutati, emphasized the alignment of the Smart Village project with Zambia’s Vision 2030. He highlighted how digital access empowers communities by providing essential services, reducing inequalities, and preparing the younger generation for the Fourth Industrial Revolution. “Through smart villages, we are not only bringing connectivity but also creating opportunities for every Zambian to actively contribute to national development,” Mutati stated.
One of the biggest challenges in rural development has been the high cost of infrastructure and maintenance, compounded by geographical and logistical constraints. Traditional site construction requires significant investment, while harsh environments increase the risk of damage and theft.
The Smart Village Solution addresses these issues through an easily deployable model that integrates renewable energy sources and wireless backhaul technology to enable seamless internet connectivity.
This transformation is already making an impact. With digital classrooms, students in remote areas can access online learning resources, while digital clinics help bridge the healthcare gap by enabling telemedicine services. Farmers and small businesses also stand to benefit from improved market access and financial inclusion through mobile banking and e-commerce platforms.
Li Junfeng (Wind), CEO of Global Public Sector at Huawei, stressed the importance of digital transformation in enhancing government capabilities and improving citizens’ lives. He reiterated Huawei’s commitment to working with international partners to advance digital inclusion and sustainable development. “AI and connectivity are key drivers of progress, and by working together, we can build a smarter, more inclusive world,” Li remarked.
